Such acts facilitate monopoly of executive over citizenry, in the name of law and order, public order and/or national security. Had d state looked into root cause of disturbances that evolve from insurgency to terrorism, affairs would not have come to this state. Like what happened in Tripura during regime of left dispensation. However, sadly talking of root cause and endeavoring to resolve conflicts thereafter is increasingly seen as justifying terrorism. Continued AFSPA even in regions where normalcy prevails, is nothing but a manifestation of short cut patch work solutions that the state seeks. Since going for the woods rather than trees requires perseverance and hard work that the dispensation can ill afford

AFSPA may have started with the right intentions but has outlived it's utility in many areas where it continues to apply.

The dividing line between what is right and what is wrong in conduct of military operations is indeed thin but then a forward looking political military establishment would have found ways to bring the alienated into the mainstream through means other than violence.
